Administrative and financial management

The services of FCG are required so that it is responsible for the management, safekeeping, custody and financial administrative execution of funds granted for the development and implementation of a project.

The designation, establishment or requirement of FCG services may be made by the donor, beneficiary or others. FCG will be solely and exclusively responsible for the financial and administrative management of the project; the results and technical products will be the sole and exclusive responsibility of the beneficiary.

Functions will be formalized and detailed through the Agreement of Management of the Financial and Technical Execution, between and by FCG and the beneficiary.

Technical and administrative-financial execution

FCG manages, proposes or competes to access funds that allow the direct implementation of projects or it is designated for the management and implementation of a project by a donor or beneficiary.

FCG will be responsible for the technical and administrative-financial management of the project, its products and results.

FCG will be able to establish strategic alliances or delegate the execution of some components of the project, which will be formalized through a Financial Management Agreement and a Technical Co-Execution or contract, as the case may be.

Donor

FCG is named or designated or it competes or proposes the management of a grants fund for the implementation of projects.

FCG will be responsible for the establishment of the bases to access the funds, the designation of the executors of the projects under transparent and competitive mechanisms, and their monitoring and evaluation. It will be formalized through donation agreements.

Administrative-financial and / or technical supervision

(Monitoring and evaluation)

FCG is required to perform an active supervision component, to an initiative, project or fund, either by the donor, beneficiary or other.

FCG will be responsible for supervising and monitoring compliance with the established and required purposes and objectives of the project and attesting its compliance.

It will be formalized through a Monitoring and Evaluation Agreement, which will give FCG the power to request, review, propose, recommend and qualify the implementation and development of the project, initiative or fund.
